Provo City Housing Authority – Portfolio Repositioning Update

Provo City Housing Authority (PCHA) is repositioning its public housing portfolio by leveraging public and private financing to make significant investments. PCHA is focused on preserving and renovating PCHA’s apartments to ensure long-term sustainability and to optimize HUD’s programs to best serve PCHA’s residents and the community.

RAD/Section 18 Blend

• On October 21, 2025, PCHA submitted a RAD application to HUD that included 228 public housing units at Valley Villa and Mt. View and certain scattered-site units.
• PCHA, through its RAD application, requested that HUD issue a Commitment to enter into a Housing Assistance Payments (CHAP) contract, which is the first step in HUD’s process.
• On January 22, 2026, HUD issued a CHAP, an initial commitment, allowing PCHA to proceed with the steps required for a RAD conversion.
• Under HUD’s RAD program, all residents have the right to return to a unit after being temporarily relocated and PCHA will fund all eligible relocation expenses through the project.

Project Financing

• Through the RAD/Section 18 blend program, the rental subsidy that HUD provides converts from public housing to a Section 8 project-based voucher subsidy.
• The Section 8 project-based voucher subsidy is a higher-level, more stable subsidy that enables PCHA and its development team to leverage additional public and private funding to make substantial improvements to the apartments by pursuing bonds and tax credits.
• On February 12, 2026, PCHA, working with its development partner, Good Housing Partnership, submitted a bond application to the state, the first step toward obtaining state approval for the bonds and tax credit financing.
• On April 8, 2026, the State provided a certification allocating the bond financing for the project.

2026 Next Steps

• Early Summer – Submit a tax credit application to finalize the financing commitments needed from the state to fund the rehabilitation.
• Early Summer – Submit the Financing Plan to HUD to obtain a RAD Conversion Commitment (RCC).
• Early Fall – Submit the closing documents and funding agreements to HUD, the state, and the financing partners to obtain approvals to close.
• Early Fall – Prior to closing, meet with residents to discuss the scope of work for rehabilitation, relocation, and timing.
• Late Fall – After closing, meet with residents to review and sign Section 8 leases and begin the process of temporary relocation.
